Odoo UAE E-Invoicing: How to Comply with the 2027 Mandate (PINT AE and ASP Guide)
Bundo Tech

Odoo UAE e-invoicing works by having Odoo produce structured PINT AE invoices and send them through an Accredited Service Provider (ASP) on the UAE's Peppol-based five-corner network, which also reports tax data to the FTA. Businesses with revenue of AED 50 million or more must appoint an ASP by 30 October 2026 and go live on 1 January 2027.

This guide is written by Bundo Tech, an Official Odoo Partner based in Karachi that implements Odoo for companies across the Gulf, Europe, the USA and Pakistan. If you run Odoo in Dubai, Abu Dhabi or Sharjah and want a partner to handle the connection end to end, see our Odoo implementation and support services in Dubai and the UAE. Below we explain what the mandate requires, what Odoo does and does not do on its own, and the exact steps to get your database ready.

Key takeaways

  • UAE e-invoicing covers B2B and B2G invoices and credit notes. B2C sales are out of scope.
  • Phase 1 (revenue of AED 50 million or more): appoint an ASP by 30 October 2026, go live on 1 January 2027. The Ministry of Finance has said no further extensions will be granted.
  • Phase 2 (revenue below AED 50 million): appoint an ASP by 31 March 2027, go live on 1 July 2027.
  • Odoo is the system that creates the invoice; the ASP transmits and validates it. You need clean master data in Odoo plus a tested connector to your chosen ASP.
  • Late ASP appointment can cost AED 5,000 per month under Cabinet Decision No. 106 of 2025.

Is e-invoicing mandatory in the UAE, and who does it apply to?

Yes. Ministerial Decisions No. 243 and No. 244 of 2025, issued by the UAE Ministry of Finance, set the scope and the implementation timeline. Every business in the UAE that carries out B2B or B2G transactions falls in scope. B2C transactions are excluded, along with a short list of specific exclusions such as certain government sovereign activities, international passenger air transport ticketed by airlines, and VAT-exempt or zero-rated financial services. Businesses that are excluded can still join voluntarily.

Importantly, both sides of a transaction are involved. The supplier must issue the e-invoice through its ASP, and the buyer must be able to receive it through its own ASP. So even a company that mostly buys, and sells little, still needs to be connected.

What is the UAE e-invoicing deadline?

The official programme update published by the UAE Ministry of Finance sets the following phases:

PhaseWhoAppoint ASP byMandatory from
PilotTaxpayer working group (by agreement)-1 July 2026
VoluntaryAny business that opts in-1 July 2026
Phase 1Revenue of AED 50 million or more30 October 2026 (extended from 31 July 2026)1 January 2027
Phase 2Revenue below AED 50 million31 March 20271 July 2027
Phase 3Government entities31 March 20271 October 2027

The AED 50 million threshold is measured on revenue for the most recent accounting period. The Ministry described the move to 30 October 2026 as a final adjustment, so Phase 1 companies should treat that date as fixed. If you are in Phase 2, you have more time, but connector work, data clean-up and testing in Odoo typically take several weeks, so starting early is the safer path.

How does the UAE e-invoicing model work?

The UAE uses a decentralised continuous transaction control and exchange model, usually called the five-corner model. It builds on the Peppol network that many European countries already use:

  1. Corner 1 - the supplier's ERP (Odoo) creates the invoice.
  2. Corner 2 - the supplier's ASP receives it, validates it against the UAE data rules and converts or checks the PINT AE format.
  3. Corner 3 - the buyer's ASP receives the e-invoice over the Peppol network.
  4. Corner 4 - the buyer's ERP imports it, ideally straight into a draft vendor bill.
  5. Corner 5 - the FTA receives the tax data reported by the ASPs in near real time.

PINT AE is the UAE specialisation of the Peppol International invoice standard. It defines the mandatory fields, such as seller and buyer TRNs, addresses, line-level tax category and amounts, and the codes the FTA expects. A PDF invoice from Odoo, however well designed, is no longer the legal invoice for in-scope transactions; the structured XML exchanged through the ASPs is.

Does Odoo support UAE e-invoicing?

Odoo's United Arab Emirates fiscal localization gives you the UAE chart of accounts, 5% VAT taxes and the VAT return. For the e-invoicing mandate, what matters in practice is the connection to an accredited ASP. Today most UAE companies on Odoo 17, 18 and 19 use a connector module (from their ASP or from the Odoo Apps Store) that generates PINT AE data from posted invoices and credit notes, sends it to the ASP via API, and writes the status back onto the invoice. Before you rely on any module, check three things:

  • The ASP behind it appears on the Ministry of Finance list of pre-approved ASPs.
  • It supports your exact Odoo version and edition (Community, Enterprise, Odoo.sh or Odoo Online).
  • It handles inbound invoices too, not only outbound ones, because you are also a receiver.

Odoo Online (SaaS) restricts custom modules, so companies on Odoo Online should confirm that their ASP offers a compatible integration, or plan a move to Odoo.sh, before committing. You do not need to replace Odoo to comply, and an upgrade is only needed if no maintained connector exists for your current version.

How do you set up UAE e-invoicing in Odoo? Step by step

  1. Confirm your phase. Check revenue for the last accounting period against the AED 50 million threshold and note your ASP and go-live dates.
  2. Choose and appoint an ASP. Pick a provider from the Ministry's pre-approved list, sign the contract and complete onboarding through EmaraTax. Ask each ASP for its Odoo integration, its pricing model and its support hours in the UAE.
  3. Audit your Odoo master data. In Contacts, every B2B and B2G customer and vendor needs a correct legal name, TRN in the Tax ID field, full address and country. In Accounting > Configuration > Taxes, check that each tax maps to the correct UAE tax category (standard rate, zero-rated, exempt, reverse charge, out of scope). Products need clear descriptions and units of measure.
  4. Install and configure the connector. Install the ASP's module on a staging copy of your database first (on Odoo.sh, a staging branch). Enter the API credentials and identifiers your ASP provides during onboarding, together with your company TRN.
  5. Map invoice types. Make sure customer invoices, credit notes and any self-billed documents are each mapped to the right PINT AE document type, and that special cases such as exports use the correct tax category. Your ASP's validation rules are the reference here.
  6. Test end to end. Post test invoices and credit notes in staging, check that the ASP accepts them, fix rejections, and confirm that the acceptance status and any FTA reference appear on the Odoo invoice. Test receiving at least one inbound e-invoice into a draft vendor bill.
  7. Train the finance team. Users must know what a rejected e-invoice looks like in Odoo, how to correct it with a credit note instead of editing a posted invoice, and who to contact at the ASP.
  8. Go live and monitor. Switch the connector on in production before your go-live date. For the first weeks, review rejected and pending documents daily.

Which Odoo data causes the most rejections?

From our work on Gulf e-invoicing projects, the same issues come up again and again:

  • Missing or badly formatted TRNs on customer and vendor records, especially contacts created years ago.
  • One generic tax used for everything, so zero-rated exports and exempt supplies are reported as standard-rated.
  • Edited posted invoices. Once an e-invoice has been sent, corrections must go through a credit note; resetting to draft and changing it breaks the audit trail.
  • Customised invoice reports that show data not stored in the invoice fields themselves. The ASP only sees structured data, not what is printed on the PDF.
  • Multi-company databases where each UAE entity needs its own TRN, Peppol ID and ASP configuration.

What are the penalties for non-compliance?

Cabinet Decision No. 106 of 2025 sets the administrative fines. The main ones are:

ViolationFine
Failing to implement the e-invoicing system, including appointing an ASP lateAED 5,000 per month or part of a month
Failing to issue and transmit an e-invoice on timeAED 100 per invoice, capped at AED 5,000 per month
Failing to issue and transmit an e-credit note on timeAED 100 per credit note, capped at AED 5,000 per month
Failing to notify the authority of a system failure on time (issuer or recipient)AED 1,000 per day
Failing to notify the ASP of changes to registered data on timeAED 1,000 per day

The fines themselves are modest for a large company, but rejected invoices also delay customer payments, and many large UAE buyers will simply not process a supplier invoice that did not arrive through the network.

How is UAE e-invoicing different from ZATCA in Saudi Arabia?

Many Gulf groups run Odoo in both countries, so the comparison is useful:

PointUAE e-invoicingSaudi Arabia (ZATCA Phase 2)
ModelFive-corner, via accredited ASPs on PeppolDirect integration with ZATCA's FATOORA platform
FormatPINT AE (Peppol)UBL 2.1 XML with QR code and cryptographic stamp
ScopeB2B and B2GB2B, B2G and B2C (simplified invoices)
Third party requiredYes, an ASP for both supplier and buyerNo mandatory intermediary

The good news is that the data discipline is the same: correct tax IDs, correct tax categories and no editing of posted invoices. If your Saudi entity already passed ZATCA onboarding, your UAE entity has a head start. We cover the Saudi side in our guide to ZATCA Phase 2 integration with Odoo, based on projects such as Paky Art for Projects in Saudi Arabia.

How long does an Odoo UAE e-invoicing project take, and what does it cost?

For a single UAE company with reasonably clean data on a supported Odoo version, connector set-up, data clean-up and testing usually fit into a few weeks. Multi-company groups, heavily customised invoice flows or databases on old Odoo versions take longer. The cost has two parts: the ASP's own subscription, which the ASP prices directly, and the partner work in Odoo. At Bundo Tech we give a fixed-scope quote after a free discovery call, once we have seen your database, your version and your invoice volumes. Our Odoo integration services cover the ASP connector, and our Odoo support plans cover monitoring after go-live.

What should Phase 1 companies do this week?

If your revenue is AED 50 million or more and you have not yet appointed an ASP, the 30 October 2026 deadline is days away. Appoint the ASP first; the Odoo work can follow in November and December, but the appointment cannot wait. Then book staging time for the connector, freeze changes to invoice templates, and start the TRN and tax-mapping clean-up in Odoo now, because it is the step that takes longest.

Frequently asked questions

Is e-invoicing mandatory for small businesses in the UAE?

Yes, businesses with revenue below AED 50 million fall into Phase 2. They must appoint an ASP by 31 March 2027 and start issuing e-invoices from 1 July 2027. B2C-only businesses are outside the scope.

Do I need to upgrade Odoo for UAE e-invoicing?

Not necessarily. If your ASP or a maintained connector supports your current Odoo version, you can stay on it. An upgrade only becomes necessary when no supported connector exists for your version, which is more likely on Odoo 15 or older.

What is PINT AE?

PINT AE is the UAE version of the Peppol International invoice specification. It defines the structure and mandatory fields of a UAE tax e-invoice, and ASPs validate every invoice against it before it reaches the buyer and the FTA.

Can I still send PDF invoices from Odoo?

You can still send a PDF as a convenience copy, but for in-scope B2B and B2G transactions the legal invoice is the structured e-invoice exchanged through the ASPs. A PDF alone will not satisfy the mandate.

Does the buyer also need an ASP?

Yes. Under the five-corner model the recipient must also appoint an ASP to receive e-invoices. That is why companies that mostly purchase still need to be connected before their phase goes live.

Can Bundo Tech connect my Odoo database to an ASP?

Yes. As an Official Odoo Partner with 8+ years of Odoo work and 200+ projects, we audit your data, install and configure the connector for your ASP, test it in staging and support you after go-live, on Odoo 17, 18 and 19, including Odoo.sh.
