FBR POS integration means connecting every sales counter of a Tier-1 retailer in Pakistan to the Federal Board of Revenue's system, so each sale is reported in real time and the receipt carries an FBR invoice number and QR code. Odoo Point of Sale can do this through an FBR connector module, configured and tested by an implementation partner before go-live.
This guide is written by Bundo Tech, an Official Odoo Partner based in Karachi, for retailers, chain stores and wholesaler-cum-retailers who need to become compliant, or who are already integrated but want a POS that also runs their inventory, accounting and purchasing in one system. If you are evaluating a full retail setup, see our page on Odoo POS software for retail in Pakistan with FBR integration.
Key takeaways
- Integration is mandatory for Tier-1 retailers under the Sales Tax Act, 1990. Meeting any one Tier-1 test is enough.
- Every receipt must show the FBR invoice number, the QR code and the Re 1 POS service fee charged per invoice.
- Non-integration costs far more than the setup: 60% of adjustable input tax can be disallowed, penalties start at Rs 500,000, and outlets can be sealed.
- Odoo POS connects to FBR through a connector module and keeps working offline, but offline invoices must be pushed back to FBR quickly once the connection returns.
- The best time to integrate is when you replace your POS, so stock, accounting and FBR reporting share one source of data.
What is FBR POS integration?
The FBR POS system links a retailer's billing software to FBR's central database. When a cashier completes a sale, the POS sends the invoice data to FBR, receives a unique FBR invoice number back, and prints it on the receipt together with a QR code and the FBR POS logo. Customers can verify the receipt by scanning the QR code with the FBR Tax Asaan app.
The legal basis is Section 3(9A) of the Sales Tax Act, 1990, which requires Tier-1 retailers to integrate their outlets for real-time reporting, and Chapter XIV of the Sales Tax Rules, 2006, which sets out how integration works. FBR publishes the list of integrated retailers on its website, for example the FBR list of POS integrated retailers. FBR has reported that tens of thousands of retail and restaurant outlets are now linked, and it keeps adding retailers it identifies through electricity bills, card payment data and field surveys.
Who is a Tier-1 retailer and must integrate?
Section 2(43A) of the Sales Tax Act defines a Tier-1 retailer. You fall in the category if you meet any one of these conditions:
- Your shop is part of a national or international chain of stores.
- Your shop is in an air-conditioned shopping mall, plaza or centre (kiosks excluded).
- Your cumulative electricity bill for the preceding 12 consecutive months exceeds Rs 1,200,000.
- You are a wholesaler-cum-retailer engaged in bulk import and supply of consumer goods.
- Your shop covers 1,000 square feet or more (a higher threshold applies to furniture showrooms).
- You accept debit or credit card payments through a bank or an SBP-authorised digital payment service.
- FBR has otherwise notified you, for example on the basis of withholding tax collected on your electricity bill.
There is no single national deadline. The obligation starts when you first meet a test, and FBR enforces it through general orders that name non-integrated retailers. Because thresholds and notifications change with Finance Acts and SROs, confirm your status in IRIS or with your tax advisor before you plan the rollout.
What must an FBR-compliant receipt show?
An integrated receipt is more than a normal bill with a QR code. Based on the FBR invoice format, it should carry:
- Business details: business name, branch name and address, NTN and STRN.
- Invoice details: your own sequential invoice number, date and time, the FBR invoice number returned by the system, and the POS ID of the counter.
- Line details: item description, quantity, unit price, discount, tax rate and tax amount per line, and totals.
- Verification: the FBR QR code and FBR POS logo.
- POS service fee: Re 1 per invoice, collected from the customer, shown on the receipt and deposited with your monthly return.
- Customer details (name and CNIC) where the sale is to a registered or tax-liable buyer, or above the value threshold set by FBR.
Returns and exchanges must also be reported, so the POS has to send a refund linked to the original invoice rather than simply deleting a sale.
What happens if a Tier-1 retailer does not integrate?
The financial risk is the main reason owners act. The table below summarises the consequences reported under the Sales Tax Act and FBR's rules.
| Situation | Consequence |
|---|---|
| Not integrated during a tax period | 60% of adjustable input tax disallowed for that period (Section 8B(6)) |
| Failure to integrate after notice | Penalty starting at Rs 500,000 for the first default, rising for repeat defaults, then sealing of the premises |
| Bypassing or tampering with the system, or issuing unverified receipts | Heavy penalty and possible prosecution; grounds for sealing under the sealing and de-sealing rules |
| Counter disconnected from FBR for a long period, or offline invoices not uploaded on time | Grounds for sealing under the amended rules |
In short, a cheap POS that drops sales, cannot queue offline invoices or lets cashiers print non-fiscal bills is a compliance risk, not a saving.
How does FBR POS integration work in Odoo?
Odoo Point of Sale is the cashier screen of Odoo. It runs in a browser or on a tablet, uses the same product catalogue and stock as Odoo Inventory, and posts sales and taxes into Odoo Accounting. Odoo does not ship FBR integration in its standard Pakistan setup, so the link is made with a connector module. Several FBR connectors are published on the Odoo Apps store, and partners also build or adapt connectors for specific versions and retail flows.
A good connector does the following inside Odoo:
- Stores the FBR POS ID per Odoo POS configuration, so each physical counter maps to the counter you registered with FBR.
- Sends each validated order, with line taxes, to FBR and writes the returned FBR invoice number on the order.
- Prints the FBR invoice number, QR code, FBR logo and Re 1 service fee on the receipt template.
- Adds the service fee as a separate line or charge, so it posts to the right account and does not distort your margins.
- Queues orders made while the internet is down and pushes them to FBR automatically when the connection returns, with a dashboard showing anything still pending.
- Reports refunds against the original FBR invoice number.
Because the POS, the warehouse and the books are the same database, your FBR-reported sales, your stock movements and your sales tax return come from one record. That removes the month-end reconciliation that many retailers do between a standalone billing tool and a separate accounting package.
How to integrate Odoo POS with FBR: step by step
- Confirm Tier-1 status and registration. Check which Section 2(43A) test applies and make sure your sales tax registration (STRN) is active.
- Declare outlets and counters in IRIS. Register every branch and every payment counter. Each counter gets its own POS ID, so plan counters before you configure Odoo.
- Choose the integration route. Integration runs through PRAL or an FBR-licensed integrator. Decide this early, because it affects the API credentials the connector will use.
- Set up Odoo POS and Inventory. Create one POS configuration per counter, load products with correct HS-based tax settings, set pricelists, and connect receipt printers and barcode scanners.
- Install and configure the FBR connector. Enter the POS IDs and credentials, map taxes, and add the service fee product and receipt layout.
- Test in the sandbox. Run normal sales, discounts, mixed tax rates, returns, card payments and offline sales. Check each test invoice on the FBR side and scan the QR code with the app.
- Train cashiers. Cashiers should know what to do when the internet drops, how to process returns, and that a receipt without an FBR number must not be handed out.
- Go live branch by branch. Start with one outlet, watch the pending-sync dashboard for a few days, then roll out to the rest.
- Monitor every day. Assign someone to check that no counter is disconnected and that no invoices are stuck in the offline queue.
For a single store with a few counters this is usually a matter of weeks. Chains with many branches, franchise stores or custom loyalty rules need more planning. We give a fixed-scope quote after a free discovery call, so you know the cost before work starts.
Odoo vs a standalone FBR POS: which should you choose?
Many local POS products are FBR-integrated and work well for billing alone. The question is what else you need. Here is a fair comparison.
| Criteria | Standalone FBR POS | Odoo POS with FBR connector |
|---|---|---|
| FBR invoice number and QR on receipt | Yes | Yes |
| Fast setup for one shop | Usually faster | Slightly longer, because inventory and accounting are configured too |
| Multi-branch stock and transfers | Varies by product | Built in with Odoo Inventory |
| Purchasing, vendor bills and landed cost | Often limited or separate | Built in with Odoo Purchase and Accounting |
| Sales tax return from the same data | Usually exported to another tool | Same database as the POS |
| eCommerce and B2B digital invoicing | Usually separate systems | Odoo eCommerce and Invoicing on the same stock |
| Customisation | Depends on the vendor | Open source and extendable by any Odoo partner |
If you only need compliant billing in one shop, a standalone POS may be enough. If you run several branches, import stock, sell online or also issue B2B invoices that fall under FBR digital invoicing, one ERP saves time and errors. Our comparison of the best ERP software in Pakistan covers the wider choice.
Do restaurants need FBR or provincial POS integration?
Restaurants and other service businesses mainly deal with provincial revenue authorities, such as the Sindh Revenue Board in Karachi and the Punjab Revenue Authority in Lahore, which run their own POS integration schemes for sales tax on services. FBR has also published draft rules proposing to extend online integration to restaurants, hotels and other sectors. If you run a restaurant, check which authority applies to each outlet. Odoo POS has a restaurant mode with floor plans, table orders and kitchen printing, and the same connector approach works for provincial systems. See our Odoo for bars and restaurants page.

Frequently asked questions
What is the FBR POS service fee?
It is Re 1 per invoice, regardless of the invoice value. It is charged to the customer, printed on the receipt and deposited by the retailer with the monthly sales tax return. In Odoo it is best set up as a separate charge so it posts to its own account.
How do I check if my POS is integrated with FBR?
Scan the QR code on one of your receipts with the FBR Tax Asaan app, or enter the FBR invoice number. If the invoice is found with the right details, the counter is reporting. FBR also publishes lists of integrated retailers on its website.
Can Odoo POS work offline with FBR integration?
Yes. Odoo POS keeps taking orders when the internet drops, and a proper FBR connector queues those invoices and sends them when the connection returns. Under the amended rules, long disconnections and late uploads can lead to sealing, so monitor the queue every day.
How much does FBR POS integration with Odoo cost?
It depends on the number of branches and counters, whether you also implement inventory and accounting, and any custom receipt or loyalty rules. Bundo Tech gives a fixed-scope quote after a free discovery call, so the price is agreed before work starts.
Is FBR POS integration the same as FBR digital invoicing?
No. POS integration covers retail sales to consumers by Tier-1 retailers. Digital invoicing covers sales tax invoices between registered businesses. Many companies need both, and Odoo can handle both from the same sales and accounting data.
Which Odoo version should I use for FBR integration?
For a new project we recommend a current supported version such as Odoo 18 or Odoo 19, on Odoo Online, Odoo.sh or your own server. Check that the FBR connector you choose is maintained for that exact version before you start.
